Administration

 

According to the "Statute of the Leningrad Region" Leningrad Region is the subject of the Russian Federation. Its status is determined by the Constitution of the Russian Federation and the Statute of Leningrad Region.

 

The Administration of the Leningrad Region is exercised by  the Governor (Chairman of the Government of Leningrad Region); the Government of the Leningrad Region; state federal authorities, sectoral, territorial and other executive bodies of the Leningrad Region included in the structure of Administration; institutions of local government; territorial public self-management bodies.

 

The Governor heads the system of executive authorities and the Government of the Leningrad Region, coordinates the activities of the First Vice-Governor and vice-governors, supervises the work of the Government and the regional administrative bodies on the principle of undivided authority, exercises the competence of Leningrad Region as a subject of the Russian Federation in accordance with its Statute, represents Leningrad Region within the country and beyond its limits, in relations with public and religious organizations, parties and movements; is in charge of financial resources of the Leningrad Region. He issues orders and enactments mandatory for execution on the territory of the Region by natural persons and legal entities, makes decisions concerning human resource policy, formation of state executive bodies, exercises overall control of information-related, legal, organizational, financial and economic support of activities of the Government. At the present time the office of governor is held by Valery Pavlovich Serdyukov.

 

The Government is a superior executive body of the Leningrad Region. The activity of the regions government is carried out in 22 committees such as Committee on Economic Development, Committee on Development of SME and Consumer Market, Committee on Finances, Committee on the Energy Complex and Communal Services Department, Committee on Public Safety and Order, Committee on International and Regional relations, Committee on Culture, Committee on Health Care and others.

 

At the present moment special attention is paid to work of two committees. The main objects of the Committee on economic development are: formation of Leningrad Regions social-economic development strategy; working out of material production development strategy, which provides natural resources integrated utilization and production forces development; elaboration of investment policy of Leningrad Region; development of main directions of the regional demographic policy and many other tasks. The Committee is headed by Dvas Grigory Viktorovich. 

 

The work of the Committee on Development of SME and Consumer Market is aimed at formation of development strategy of Leningrad Regions SME and consumer market; setting up of small and medium sized businesses and consumer market state support system at regional and local levels; realization of creation favorable legal and social-economic conditions of small and medium sized business actors functioning. The head of the Committee is Smirnova Natalya Georgievna.
